Advice     Family ties.  Family invests in the promising or the troubled child.  The child is so happy to be free of the dysfunctional background.  The neighbors figure the brat got what he deserved and will testify.  There's a lot of talk.  Child support is such a problem to the new family:  They tell you about it.  Everyone in the clan chips in for the treatment of a child's problem.  The happiness he gets from freeing himself from his childhood background is worth it.
