It’s about being the kind that nothing bad happens to, just by being who you are: those people who seem to come up smelling like a rose no matter what they get into. Teflon, we say. Being the kind of kid that people blame the other kids for your mischief (no matter your age, by the way). World repels influences, and is invisible to bad influences. These influences can be nonphysical entities.
Background, yes. This is an esoteric based card. Master of Both Worlds in Eso-land, is a magician proficient in both the black and the white side, which is being the most powerful. So World has two wands and a barrier represented by the wreath. Esoterica considers a superior human both genders, so World’s scarf conceals the crotch. I think the fact she’s dancing indicates – like the snail in Nine of Pentacles – that she can do what she pleases unconstrained.
The esoteric entities outside her wreath are not looking her way because, being able to handle any sort of intrusion with her skill level, they just don’t notice – like the way a mugger doesn’t pay attention to someone who is an expert fighter, just by instinct. You see these same critters in Wheel of Fortune.
World is a very flexible card. We use a tiny sliver of its repertoire today. It can, for instance, represent a sea wall or revetment because the wreath is a barrier. It can be any sort of filter or seal in mechanical questions. It can represent, say, body armor or anything impenetrable. You get the idea.
