Two of Swords is 'no' or 'not' reliably. The lass here on the stone bench in the wee hours counterbalances two heavy double edged sharp swords in her crossed arms. She is blindfolded, so she can not see to safely put them down without cutting herself. The emphasis is on what can not happen.
Justice is when everything is right, is okay, is the way it's supposed to be....
