Emperor and Nine of Pentaclesare the same people: Each has a kingdom and rules it without interference. Each, in other words, has no boss but is the boss. They are definitely an odd couple: a balance of supreme powers.
Emperor means established, status quo, the same, power/powerful, authority – the seat of power and authority. It is any government at any level including family and clan governance, but especially a federal agency or franchise, and is the commander of any level of authority. Emperor as a person is an old or older man, a controlling man, a rigid person (hidebound) and daddy or grandpa.
Nine of Pentacles, on the other hand, is independent but has the status of leadership somehow, minds her own business, owns the turf she lives and works in or is very content with her life, beholden to no one. Often she is single or a bit of a loner. Often, she has her own niche that gives her the lifestyle we describe. She has the resources to do as she pleases, and has leisure. Playing with a falcon in her vineyard in the afternoon, wearing a robe, expresses that well – and so does the snail at her feet.
So we have these two powerful people of opposite genders. Now what?
Well, Four of Pentacles has two main branches of meaning: a deficit, and keeping quiet.
The deficit does not have to be money but often is. It is ‘not enough’ of anything, and it describes holding onto what you do have.
The keeping quiet embraces a few different applications. Obvious is not telling, having and keeping a secret, or keeping something to yourself that is private and deeply felt, including feeling inadequate or inferior. Being shy, and sulking, and being resigned are rarer meanings along this line. It also refers to keeping a low profile, being under the radar. Sometimes it says ‘Hang in there’ or ‘Hold on.’
And Judgment is a big public announcement (news), a change, a new level and a new self – also recovery, rebound … ‘re-‘anything. It translate ‘say’ and ‘tell’ and even ‘honk off’ or ‘holler’ since the horn is a loud noise. It sometimes, therefore is a loud noise or alarm, or an alert. Judgment makes a difference, is a shift from one state to another. It means ‘suddenly’ and ‘a sudden change,’ what with people jumping up out of coffins. The ‘new life’ concept expands to new level of conscious, new idea or inspiration, new perspective, etc. – any discovery or new awareness or shift that strikes abruptly.

Four of Pentacles holds onto his money and is hugging himself. He is far away from the town where presumably he got that money, keeping a low under-the-radar profile, and he is staring straight ahead like someone who has a lot going on inside that has not been digested yet. Meanings are: not telling, not having enough, a secret, inner private feelings, a deficit, keeping to oneself.
Judgment shows the angel blowing the horn that wakens the dead on Judgment Day; it is one of the Christian cards introduced in the Middle Ages. So its main phrases refer to change, returning or returning to a former state as in recovery, a big announcement or any word that means tell or say, and new: a new self, a new level, a new awareness. It also means ‘again,’ and just about any word with the prefix ‘re’ in front of it: a redo.
Emperor has a kingdom and rules it without interference as the establishment. Immediately you think of daddy, the federal government, authority, the boss and lock onto that … don’t we? But Emperor means to be in your seat of power, foundational, to be the authority … to sit in Daddy’s chair, so to speak. It also means ‘the same,’ status quo, ‘the way things are.’ He’s the old man too, even the hidebound old man.

Page of Wands and Judgment Both Page of Wands and Judgment refer to talking, saying, speaking or announcing. So they can affect a sentence’s meanings this way, particularly on the subject of ‘change,’ since Judgment is the card that means change and also means ‘announce.’ So while Page of Wands is conversational speaking, Judgment is more the formal announcement. But they both mean ‘speak up.’

Advice Today it’s about how authority – whether in the form of old people, tradition, governments, orthodoxy or just inertia – is against change and says ‘You can’t do that.’ And the changed Self says ‘I did it already.’ New realities are spawned by this process, and often it’s not a pretty one! Controlling entities talk and don’t listen.
